Every vessel shall at all times proceed at a safe speed so it can take proper and effective action to avoid collision and be stopped within an appropriate distance

Narrow Channels:
implications

Rule 9

A

Whether narrow or not depends on ship relative to fairway/channel

If proceeding within a narrow channel: keep as far to starboard side as is safe/practicable

Vessels shall not cross À narrow channel, if crossing would impede passage of a vessel that can only safely navigate in the channel.

< 20 m, sailing, fishing => shall not impede PDVs

IF impeding => normal rules apply! but this doesn’t relieve of the obligation not to impede

  • crossing at heading in right angle to general direction of traffic flow => normal rules apply!
  • <20m, fishing, sailing => shall not impede PDVs => but IF impeding: normal rules apply! but this doesn’t relieve of obligation not to impede
