COLREGS apply
* on the High Seas and
* Waterways that are connected and navigable by seagoing vessels
As local authorities are allowed to set own, local rules, these take precedence over the COLREGS
Responsibility
Rule 2
a) good seamanship goes beyond these rules (ship/crew properly equipped and qualified; every voyage is planned and executed safely and responsibly.
b) in immediate danger: deviate from these rules as last resort

Rule 6
Every vessel shall at all times proceed at a safe speed so it can take proper and effective action to avoid collision and be stopped within an appropriate distance

Narrow Channels:

Whether narrow or not depends on ship relative to fairway/channel
If proceeding within a narrow channel: keep as far to starboard side as is safe/practicable
Vessels shall not cross À narrow channel, if crossing would impede passage of a vessel that can only safely navigate in the channel.
< 20 m, sailing, fishing => shall not impede PDVs
IF impeding => normal rules apply! but this doesn’t relieve of the obligation not to impede

- no need to keep starboard
- join/leave at termination of lane <=> otherwise as small an angle as possible
- crossing at heading in right angle to general direction of traffic flow => normal rules apply!
- <20m, fishing, sailing => shall not impede PDVs => but IF impeding: normal rules apply! but this doesn’t relieve of obligation not to impede

* fwd of beam: no course change to port (unless overtaking)

No Radar:
* reduce speed if fog signal heard forward of beam
