A
CT: -military strategy -enemy-centric -does not address root causes -may be part of larger COIN strategy COIN: -whole government approach -population-centric -seeks to address social/political causes

A
Terrorism:
-tactic/method used to achieve endstate
-use of fear/violence to dominate populace
-no hesitation to target civilians
Insurgency:
-may use terrorism to specific political objective
-must communicate belief and ideology to gain popular support
-may hesitate to target civilians
