OOD RESPONSIBILITY and DUTIES
OOD is in charge of the ship,
Responsible for:
SHIPS SAFETY AND MISSION PERFORMANCE.
Duties are: Keep the ship and crew safe, be a direct representative of the CO, and when urgency dictates act immediately to ensure safety of the ship.
CONN Responsibilities and Duties
The conning officer assumes RESPONSIBILITY for movement of the ship. Deck Watch officer may take the Conn at anytime.
OOD watch relief - round ship
Interior/weather deck/bridge
Interior spaces - do a round of all interior spaces, check for fire, flooding, security.
Weather Decks - check dayshapes, lights, visit tow watch, check in with migrant watch, determine last accountability
Bridge:
Plot a fix, compare it. Verify with Vega.
Verify navigation mode and fix frequency
Review the charts, ensure best scale.
Identify nav hazards
Check soundings
Review logs including night orders, epo, pod.
Determine state of current and tide
Know ready boarding team/crew
Verify proper radio frequencies
Conduct visual of horizon compare with radar
Determine watch relief status and condition
OOD relief - Tactical Picture
7 parts
- Mission/patrol plan/op area
- Operational and Tactical Control
- Status of air assets
- TOIs and current Intel
- Assets patrolling our area.
- Picture displayed in Agile Client
- Communications via Radio, SIPR and operational message traffic within previous four hours.

5 NM- contacts appear suddenly by visual/radar
3 NM-CPA, any USCG cutter or naval vessel

Identification of foreign military vessels
Fog Signal forward of the beam in restricted visibility
Vessel observed by radar before sighting or hearing in res. vis.
Navigation - Calling CO

- Outside XTE, 1000-open ocean, 500-coastal, 50 restricted.
- 3NM from landmass, shoal, obstruction.
- Unable to attain 2 fixes.
- Soundings differ from chart during coastal or restricted
- ATON not on station or missing
- If indoubt of ships position or safety
Weather - Calling CO
Chapter 4) ( 5 total
Visibility decrease < 2NM and again < 1NM
Wind shifts 30 degrees or 15kt increase in an hour.
Barometric psi decreases more than .05 hr or .1 four hours
Adverse forecast within 600NM
Inclement weather creates excessive poor ride and desire to alter course and speed.
Casualties - Calling CO

Personnel injury
Any operational equipment causality to the cutter or small boat.

Running late, desire to adjust speed or track
Sighting a TOI
Assuming radio guard for aircraft

What minimum CPA range does CO want contacts aquired?
< 6NM CPA range.
