Goals: to reduce the risks and impacts of climate change.

Risks:

  • extreme heat
  • melting arctic
  • rising sea level
  • flora & fauna loss
  • deteriorating coral reef and fisheries
  • impact on million world-citizens (hunger, heat, potable water, housing).

Bottom-up approach: all countries plans for itself.

When we increase efficiency in, for example, energy; the prices will lower, thus more energy will be used > leads to more production > leads to more emissions.

Ergo, policy making with efficiency as a main measure is not enough.
