Local + Regional Elections
The NPC of China selects members indirectly through a series of local and regional elections
Ensuring a One Party System
China has rules that allows only one party, the CPC, to control governing power to maintain the values of CENTRALISM + ORDER. Other parties exist to broaden DISCUSSION + CONSULTATION.
Roles of Parties
One party (CPC) has controlled the government and military while minor parties have limited power to fill minor political offices
Elected or Appointed?
A mixture of both, with those elected only getting there through meritocracy. The higher the position, the more competitive and more likely to be appointed.
Presidum
standing executive committee in a communist country - nominates people for ALL elected offices (like President, Secretary-General, VP)
Nomenklatura
list of influential posts in government to be filled by appointees - allows the government to control the appointment of “practically all but lowest ranking officials” that are responsible for ensuring the Party’s values
Vote Counting
voting used to be done privately, but not anymore - votes can be illegitimated
