to escape Charles’ arcbishop Laud, who was a high anglican that persecuted puritans

so why was it so difficult to raise taxes?
parliament passed a Petition of Right that said Charles had to consult with the parliament before raising taxes

even tho he agreed at first, he ended up not following the law and ended up getting rid of the parliament (1629)
