The Fisheries and Aquatic Resources Management Councils (FARMCs)
FARMCs should be established in these levels.
National, municpalities/cities
Those who form FARMCs
Fiserfolk organizations/cooperatives and NGOs
Composition of the National Fisheries and Aquatic Resources Management Council (NFARMC):
- Undersectretary of Agriculture as Chairman
- Undersecretary of the Interior and Local Governent
- 5 members representing the fisherfolk and fishworkers
- 5 members representing commercial fishing and aquaculture operators and the processing sector
- 2 members from the academe
- 1 representative of NGOs
Term of office of NFARMC
3 years without reappointment
Functions of the NFARMC:
- national policies for the protection, sustainable development nd management of fishery and aquatic resources
- preparation of the National Fisheries and Industry Development Plan
- other functions provided by law
Shall be created in each of the municipalities and cities abutting municipal waters
Municipal/City Fisheries and Aquatic Resources Management Councils (M/CFARMCs)
Created by the LGU
Barangay Fisheries and Aquatic Resources Management Councils (BFARMCs) and the Lakewide Fisheries and Aquatic Resources Management Councils (LFARMCs)
Functions of the M/CFARMCs
- preparation of the Municipal Fishery Development Plan to be submitted to the Municipal Development Council
- enactment of municipal fishery ordinances
- enforcement of fishery laws, rules and regulations
- advice the sangguniang bayan/panglungsod on fishery matters through its Committee on Fisheries
- other functions
Composition of the M/CFARMCs
- municipal/city planning development officer
- chairperson, agriculture fishery committee of the Sangguniang Bayan/Panglungsod
- rep of the Municipal/City Development Council
- rep from the accredited non-government organization
- rep from the private sector
- rep from the DA
- at least 11 fisherfolk reps (7 municipal fisherfolk, 1 fishworker, 3 commercial fisheries)
Created in bays, gulfs, lakes and rivers and dams bounded by 2 or more municipalities/cities
Integrated Fisheries and Aquatic Resources Management Councils (IFARMCs)
Functions of the IFARMCs
- preparation of the Integrated Fishery Development Plan to be submitted to the Municipal Development Councils
- enactment of integrated fishery ordinances
- enforcement of fishery laws, rules, and regulations (municipal waters)
- advice on fishery matters
- other functions
Composition of the IFARMCs
- chairperson of the Committee on Agriculture/Fisheries
- municipal/city fisheries officers
- municipal/city development officers
- 1 rep from NGO
- 1 rep from private sector
- at least 9 reps from the fisherfolk sector (youth and women)
