- Each one has a secretary, except 1
Traditional Departments/Cabinets
Group of federal agencies immediately serving the President
- White House Office
- Office of Management and Budget
- Created in 1939 by FDR
- Spoiled because he only wants who will be loyal to him
- OMB, NSC, CEA
Executive Office of President
Specialized committees that help Congress
- Implement rules/regulations in particular sectors of the economy
- When Congress can’t carry out all the work and laws
- Old: ICC, FAA, FCC, FPC, FDA, NHTSA
- New: FTC, CPSC, EEPC, OSHA, EPA, SEC
Regulatory Agencies and Commissions (Executive Agencies)
Government corporations that are federally chartered entities created to serve a public function of a business
- Pro-business behavior/mindset
- NRA, EEOC, Fed Reserve
Public Enterprise/Government Corporations
To employ workers based on their merits and abilities (through the use of competitive exams)
Merit-based Systems
Reward or promote only to those who support or are loyal to the leader
- Ability to fire and hire whoever they want based on favoritism
Spoil-based System (Patronage)
Guarantee rights to all citizens on job positions fairly
- Demolished the Spoils System for well-qualified workers
- Hatch Act of 1939: civil service employees cannot be a part of a party
Civil Service Act 1883 (Pendleton)
Hierarchy - clear chain of command in all bureaucracies
Division of Labor - divided tasks
Fixed Routines - code of conduct
Equal rules for all - standard operating procedures
Technical Qualifications - appointments and promotions based on work ethic
Bureaucratic Pathologies - Rote, Imperialism, Turf War, Lack of coordination, Clientelism
Bureaucratic Model
3 cabinets came first from Washington (S D T)
Theme of the departments established since 1862 were to carry out functions for their clientele, not the government
Inner Cabinet - functional departments that share the President’s generalized concern over the nation
Outer Cabinet - heads of the clientele-oriented departments
Evolution of Cabinet Departments
Congress did not oversight the private companies. Funding was not used for the right purposes.
- Supervising, monitoring, and reviewing protocols
- Ensuring corporations are carrying out their expected duties for intended results
