What is the difference between a law and an amendment?
An amendment to the Constitution has to be approved by 75% of the state’s legislature after it has been approved by over 50% of congress. For a new Law, Congress has to approve it by 50% for it to become a law. A bill is only a suggestion by someone to become a law.

How does an amendment get proposed?
The Constitution provides that an amendment may be proposed either by the Congress with a two-thirds majority vote in both the House of Representatives and the Senate or by a constitutional convention called for by two-thirds of the State legislatures.
How does an amendment then get ratified?
All 27 Amendments have been ratified after two-thirds of the House and Senate approve of the proposal and send it to the states for a vote. Then, three-fourths of the states must affirm the proposed Amendment.
