When the probe contacts the cargo a tone is generated and the level can be read on the tape
How is open gauging equipment used and what is a downside of this
The tape is lowered through the tank ullage port (usually located on the tank lid). This involves exposing the tank contents to the open atmosphere and hence personnel may be affected, and is not used if the ship is inerted or contains particularly toxic cargoes such as some chemicals
What is the design of open gauging equipment
A calibrated sounding tape with a brass ‘bob’ on the end.
Why is closed gauging equipment called closed
because when in use there is no release of the tank atmosphere to the deck.

Sounding – measured from the bottom of the tank to the top of the liquid
Ullage – from the gauging point to the top of the liquid

Ullaging is more commonly used on tankers except when the tank is almost empty.

this is the height measured from the official gauging point to the tank bottom
