A

Statements penned by Thomas Jefferson and James Madison to mobilize opposition to the Alien and Sedition acts which they argued were unconstitutional. Jefferson’s statement suggested that states should have the right to declare null and void congressional acts they deemed unconstitutional. Madison produced a more temperate resolution, but most Americans rejected such an extreme defense of states’ rights.
