Dual federalism
Power is specifies and shared between federal and state governments. There’s specific things federal govt can do and what states can do. Sets that structure. States are supreme in their own sphere and same goes with the federal
Great compromise
Defined the legislature structure and representation that each state should have. Proposed a bicameral legislature
Project grants
Categorical grant, federal grants given for specific purpose and awarded on the basis of merit of the application
Block grants
Federal grants given for broad purposes and allow for more discretion on how the money is spent
Categorical grants
Federal grants that can be used only for specific purposes or categories of state and local spending. Come with strings attached
Cooperative Federalism
A system of government in which powers and policy assignments are shared between states and the national government
Enumerated powers vs implied
Enumerated Powers are stated specifically in the constitution implied powers are not
Federalism
Two or more governments exercising power and authority over the same people in the same territory. A system of shared power between units of government
Fiscal federalism
The pattern of spending texting and providing grants in the federal system; it’s money to the states to address problems and issues
Formula grants
Federal categorical grants distributed according to a formula specified in legislation or in administrative regulations
Full faith and credit clause
Requires each state to recognize the official documents and civil judgments by the courts of the other states. In other words states have to respect acts laws and rulings of other states
Privileges and immunities clause
Records citizens of each State most of the privileges of citizens of another state
Bill of attainder
Congress cannot pass laws that allow for punishment without trial. Key word- no punishment without trial
Ex post facto
A law that retroactively declares some action illegal. It’s denied federal government power, after-the-fact
Police power
Authority of a government or state to promote order safety and morals. Protect safety and health and welfare and morals to the community. (States power 10th amendment)
