It was written over 4 hundred years ago.
And it works as well today as it did back then.
It was written in constitutional convention held in philadelphia in may, 1787.
The American states had just gained their independence from england. The states had been operating under an agreement called the articles of confederation

When 13 american colonies declared their independence in 1776, they wrote articles of independence to create a central gov for the new states.
The states functions informally under these articles until they were formally adopted in 1781.
These articles created a gov led by congress without any presidential and judicial system.
By 1786, this gov created by articles of confederation was proving to be insufficient
