Risk and needs assessment
- provides measure of probationer or parolee’s degree of dangerousness to the public
- past assessments relied on interviewing offender and using unreliable information for risk
Static factors
likelihood of recidivism based of what can’t be changed (age of arrest, convictions)
Dynamic factors
likelihood of recidivism based on what can be changed through treatment and rehabilitation
Effective intervention
- supervise 40%-70% of the day
- have cognitive component to prepare mind for behavioral change
- match program level with client abilities
- positive reinforcements
- little education and experience for staff
- clients replace criminal network w/prosocial ones
- relapse prevention and aftercare
- evaluate and assess program
Cognitive behavioral therapy
therapeutic intervention for helping a person to change, blend of 2 therapies: cognitive therapy (mind), behavioral change (body), helps offender to replace unhealthy thinking with sense of responsibility, empathy
Employment assistance
single most important event to prevent recidivism for probationers and parolees, provides money and self esteem
- vocational/job readiness training
- workforce development programs
Prosocial networks
use of informal social controls provided by family members and community agencies, avoid locations that could provide deviancy
Female offenders
- most supervision techniques and treatments were for men
- women commit crime alongside a male or out of financial need
- most probationers did not finish high school, can’t make more than minimum wage, 75% have children
- women are generally less of a risk
Interstate compact eligibility
- has sending state where crime and sentence occur, determines actual sentence, along with conditions
- offender must be resident of receiving state, or be with relatives of it, have employment transfer, or family member
- transferred due to military
- RS reports to SS on a quarterly basis
Motivational Interviewing and Rapport building
- used to create a positive climate of sincerity and understanding, assist offender
- ask open ended questions, display empathy, take genuine interest, positive recognition
