Systematic Agenda
when a problem is accepted and deemed worthy of policy makers attention
Institutional Agenda -
Comprises all issues actually being considered for action by decision makers
- narrow agenda

Pluralist approach
policy making is divided into a number of separate arenas
- open marketplace for ideas and new policies
groups have relatively equal power
- actors generally agree on the rules of the game
- the dominant approach to American policymaking
-multiple access points are available
Elitist approach
- contradicts pluralist approach
- assumes that a “power elite” dominates decision making and the policy process
- the same interests consistently win
- skeptical about the organizing capacity and resources of the lower class
elitist approach
elites keep issues off the agenda
- suggests that demands for change that threaten the existing allocation of benefits and privileges are suffocated by decision makers
state centric approach
- the focus is on pressured groups
-places the locus of competiiton over agenda setting within the government itself
fits well with the concept of iron triangles
debate over wether source of expansion of government is within congress or within bureaucracy - state and local government are ahead of the federal government in addressing issues
