A system of government in which a written constitution divides power between a central government and several regional governments, usually called states.
Federalism
Certain powers are assigned to the National Government and others are reserved for the states.
Division of Powers
An act directing the people of the territory to frame a proposed State constitution.
Enabling Act
Agreements among states
Interstate Compact
Clause that means no state can draw unreasonable distinctions between its own residents and those persons who happen to live in another state.
Privileges and Immunities Clause
Legal process by which a fugitive from justice in on state can be returned to that state.
Extradition
An act of creating anew state. If the president signs the act, the new state enters the union.
Act of Admission
Powers that are shared by both the the national government and the states
Concurrent Powers
Powers that are spelled out, in words, in the Constitution
Expressed Powers
Powers that are not stated in the Constitution, but they are reasonably suggested.
Implied Powers
Clause that states the Constitution is the supreme law of the land. Whenever there is a conflict federal laws are superior to state laws.
Supremacy Clause
Those powers that the constitution does not grant to the national government and does not, at the same time deny to the states.
Reserved Powers
Clause that recognizes the validity of judgments and public records of other states.
