Terms set by the national gov that states must meet if they are to receive federal funds
Dual federalism
National gov is supreme in its sphere, and states gov are supreme in theirs. These spheres should be kept separate
Federalism
Government split up vertically, and no government is sovereign
Grants-in-aid
Money given by the national government to the states
Initiative
Voters put legislative measures directly on the ballot
Mandates
Terms the states must meet whether they accept federal grants or not
Nullification
Idea that states can declare a federal law unconstitutional
Police power
State power to enact laws promoting health, safety, and morals
Recall
Voters ability to remove an elected official from office
Referendum
Procedure enabling voters to reject a measure passed by the legislature
Waiver
Allowance for an agency to violate a law. Comes from an administrative agency
“Necessary and proper” clause
Allows congress to exercise powers not specifically mentioned in Constitution
