Unitary System

Intergovernmental Relations
the interactions between different levels of government within a country.

Reserved powers
laws that are not given to the federal government by the Constitution Ex: Marriage Laws/Speed Limits
Concurrent Powers
powers that are shared by both the federal government and state governments
Dual federalism
political system that divides power between the federal and state governments.
The Commerce Clause
gives Congress broad power to regulate interstate commerce and restricts states from impairing interstate commerce.
Categorical grants
funds given by the federal government to state and local governments
Preemption
allows a higher level of government to limit or eliminate the power of a lower level of government to regulate a specific issue
State’s Rights
the political powers that state governments have, rather than the federal government
Devolution
the transfer of power from a central government to a local authority. (decentralization)
Block Grant
federal funds that are given to state and local governments to support specific programs
General Revenue Sharing
a program that provides funding to state and local governments without a specific designation Ex: Highway improvements/library books
