The intent to permanently deprive is not an element. Once a suspect, lies and receives money, it is complete.

Warrantless in presence, regardless of the value otherwise complaint
Procedures for recovery of loss, money goods or animals. What are the obligations of a finder who finds any property with a value of three dollars or more or a stray beast?
Within two days report to a police station where it was found,

Regarding recovered money, goods or animals, how long must someone wait before they can claim the property for themselves?
Three months for a stray animal and one year for money or property
If the beast is auctioned off, they have to renumerate the owner up to a year
