What is PLAR?
Prior Learning Assessment Recognition.
Applicants who do not have full formal academic qualifications, but have significant experience greater than 10 years, and who may be
able to demonstrate that they have achieved a standard of technical competence comparable to that of their peers, may be eligible for Prior Learning Assessment Recognition. The PLAR process is available to meet some of the certification criteria.
Briefly describe the appeals process for certification
- An appeal must be filed within thirty days of the notice of unsuccessful certification.
- The appeal must be filed in writing and be accompanied by the appropriate fee. The appeal should include the evidence upon which the appeal is based. The fee will be refunded if the appeal is successful.
- The appeal will be heard by the RPPC within ninety days after the appeal was received. The applicant appealing will receive two weeks’ notice of the date, time and location of the appeal hearing.
- After the hearing the RPPC will determine the outcome of the appeal through a majority vote.
What is FARPACTA?
Fair Access to Regulated Professions and Compulsory Trades Act, 2006.
- put into place to ensure that the licensing/certification process for these professions is transparent and fair
- to ensure that everyone qualified, particularly those trained outside of Ontario, can get a licence to practice or certification in one of the professions governed by FARPACTA
- It was felt that by legislating more easily accessible licensing processes, the skills and experience of internationally trained professionals could be better used to benefit the economy and society of Ontario
What is the role of the Office of the Fairness Commissioner (OFC)?
The OFC is the body that is responsible for:
- implementation of FARPACTA
- overseeing the professional licensing process of regulatory bodies and compulsory trades in Ontario.
The OFC ensures:
- the licensing process in these professions is transparent, objective, impartial and fair.
Regulatory bodies are accountable to the OFC for the functioning of their licensing processes.
What is the purpose of the professional member identification stamp?
establishes the member’s identity and their responsibility for the work bearing the stamp.
