- Advise king
- Administer realm on behalf of king
- To make legal judgements

- Nobles e.g. Lord Daubeney
- Churchmen e.g. Richard Fox- often had legal training and were excellent administrators
- Laymen- e.g. Sir Reginald Bray - either gentry or lawyers who were skilled administrators

Maintain kings revenue and exploit his prerogative right

That it cased fear, frustration and anger as it bypassed the legal system
