Individual states and provinces.
What conditions do most driving regulations pertain to?
Dry, open roads and clear visibility.
If a fire apparatus is driving with lights and sirens to an emergency call, when can they proceed past a bus that has stopped to let off passengers?
Only after a “safe to pass” signal has been given by the buss driver, or after a full stop and the safety of the children has been ensured.
What type of repercussions can the driver/operator face, if laws/department SOP’s are not obeyed?
They may be subject to criminal or civil prosecution (if involved in an accident).
