APPLICABILITY
The provisions of this SOP apply to Army units and organizations operating aircraft in USAG-HI
airfields and training areas. USAG-HI airfields and training area are listed below:
Oahu
Wheeler Army Airfield (WAAF)
Alert Area 311/Tactical Flight Training Area (TFTA) and HLZs
Restricted Areas 3109 and 3110
Tripler HLZ
Fort Shafter HLZ
Dillingham Airfield
Hawaii (The Big Island of Hawaii)
Bradshaw Army Airfield (BAAF)
Restricted Areas 3103

General
This Standard Operating Procedures (SOP) prescribes flying rules and procedures for the operation of military
aircraft in the State of Hawaii. When operating on Army property/airspace, all military branches will comply with
the USAG-HI Flying Rules. If other military branches directives conflict with this regulation on other than Army
military property/airspace they will comply with their own regulations
SCHOFIELD BARRACKS
WEYAND FIELD PROCEDURES
Weyand Field is a landing pad for VIP passenger movements and 25th ID static displays. Landings are restricted to day only, but night landings will be approved by 25th ID G3 Aviation on a case-by-case basis. All aircraft intending to land at Weyand Field will contact the 25th Division G3 Aviation at 808-787-1513
for permission
Fort Shafter contains two VIP landing areas:
Palm Circle
Shafter Flats
These HLZs are used as landing pads for VIP passenger movements and static displays. Landings are
restricted to day only, but night landings will be approved by USARPAC Emergency Action Cell on a caseby-case basis.
TRIPLER ARMY MEDICAL CENTER (TAMC)
TAMC MEDEVAC pad is for emergency patient transfers only.
1-25. Submit prior permission requests to the TAMC Emergency Room deck at 808-433-3707.
NOTE: USAG-HI Airfield Division will not provide approval to launch for real world MEDEVAC missions. Approval is provided by 25th ID and/or USAG-HI Range Division.
AERIAL FIREFIGHTING OPERATIONS
GENERAL
R-3103 and R-3109/3110 contain “dip” ponds for the purpose of aerial firefighting at USAG-HI Ranges.
When conducting firefighting operations in support of the State of Hawaii, aircrews will assist in firefighting operations when specifically tasked by 25th CAB and 25th ID G3-Air.
Aircrews will not use ocean water for firefighting operations unless approved by 25th CAB and the State of Hawaii. Aircrews will use their best judgement, but water will not be collected in shallow/reef areas (i.e., 1/4 mile off shore).
COMMUNICATIONS DURING AIRCRAFT EMERGENCIES
Aircraft experiencing an emergency will contact the agency most capable of coordinating a response.
These agencies include:
WHEELER AIR TRAFFIC CONTROL TOWER
BRADSHAW AIR TRAFFIC CONTROL CENTER
LIGHTNING AIRSPACE INFORMATION CENTER
WHEELER AIR TRAFFIC CONTROL TOWER
Aircraft operating in the vicinity of Wheeler Class D airspace experiencing an emergency should
contact Wheeler Air Traffic Control Tower for activation of the Primary Crash Alarm System. The PCAS should generate immediate response.
BRADSHAW AIR TRAFFIC CONTROL CENTER
Aircraft operating in the vicinity of Bradshaw Class D and R-3103/PTA airspace experiencing an
emergency should contact Bradshaw Air Traffic Control Tower for activation of the Primary Crash Alarm System. The PCAS should generate immediate response.
LIGHTNING AIRSPACE INFORMATION CENTER
Aircraft operating in the MTFA, TFTA experiencing an emergency should contact Lightning Radio. Lightning Radio receives and relays the information to Wheeler Air Traffic Control Tower
for activation of the PCA
COMMUNICATIONS DURING AIRCRAFT EMERGENCIES
When Wheeler Air Traffic Control Tower, Bradshaw Air Traffic Control Tower, Lightning Airspace
Information Center are closed aircraft operating in R3109/3110/3103 or scheduled PZ/LZ can contact range control on FM 38.30.
COMMUNICATIONS DURING AIRCRAFT EMERGENCIES
In accordance with the Flight Information handbook, the pilot or aircraft operator will provide the following information:
Aircraft identification and type.
Nature of Emergency
Location
Pilot’s intentions
COMMUNICATIONS DURING AIRCRAFT EMERGENCIES
Time permitting the pilot or aircraft operator will provide the following information as necessary;
Aircraft altitude.
Fuel remaining in time.
Pilot reported weather.
Pilot capability for IFR flight.
Time and place of last known position.
Heading since last known position.
Airspeed.
Navigation equipment capability.
NAVAID signals received.
Visible landmarks.
Aircraft color.
Number of people on board
Point of departure and destination
Emergency equipment on board
Crash, Fire, Rescue (CFR)
COMMUNICATIONS DURING AIRCRAFT EMERGENCIES
Wheeler/Bradshaw Tower or Ground will relay the appropriate urgency of response to crash/rescue
personnel.
WAAF/BAAF Tower will treat all requests for crash/rescue or fire vehicle support as an emergency
call requiring activation of the PCAS.
A crash/rescue vehicle and crew will be on alert status whenever the airfield is operational.
After an emergency landing, or crash, the airfield will be closed until cleared and reopened by the
Airfield Manager or designated individual.
