Revenue bill
Is one that levies taxes and raises funds for the government.
Appropriation bill
Is one the primary & specific purpose of which is to authorize the release of funds from public treasury.
Tariff bill
Specifies the rates or duties to be imposed on imported articles.
Bill increasing the Public Debt
Is illustrated by 1 floating bonds for public subscription redeemable after a certain period.
Bill of local application
Is one involving purely local or municipal matters, like a charter (contract/ lease, eng.dic) of a city.
Private bills
Bills that grants honorary citizenship to a distinguished foreigner.
Art. VI sec. 31. No law granting a title of royalty or nobility shall be enacted
To preserve the republican & democratic nature of our society by prohibititng the creation of privileged classes with special perquisites not available to the rest of the citizenry.
Doctrine of SHIFTING MAJORITY
For each house of the Congress to pass a bill, only the votes of the majority of those present in the session, there being a QOURUM is required.
Quorum
Majority of each House, but a smaller number may adjourn from day to day and may compel the attendance of absent Members in such manner and under such penalties as such House may determine.
How a bill becomes a Law, 4ways:
- Approved & signed by the President
- Presidential veto overriden by 2/3 vote of all members of the Houses;
- Failure of the president to veto the bill & to return it with his objections to the House where it originated, within 30 days after date of receipt;
- A bill calling a special election for President & Vice-President under sec. 10, art. VII becomes a law upon 3rd & final reading.
PRESIDENTIAL VETO General Rule
If the President disapproves a bill enacted by the congress, he should veto the entire bill. He is not allowed to veto separate items of a bill.
EXCEPTION: Item-veto is allowed in case of Appropriation, Revenue & Tariff bills.
Constitution, art VI, sec.26(1)
Every bill passed by the Congress shall embrace only 1 subject which shall be expressed in the title thereof.
What is the 3PURPOSE of this rule:
- to prevent HODGEPODGE or LOG-ROLLING legislation.
- to prevent SURPRISE or FRAUD upon the legislature.
- To fairly APPRISE the people.
