Written sources provide a range of info, writing developed to meet the needs of the more complex urban societies, leaders were able to gain power by systems of taxation, and written laws. Laws were elaborated.

Mesopotamia is where states first developed, sustained agriculture reliant on irrigation resulted in large pops, a division of labor and growth of cities. Priests and rules invented ways to control and organize socies with writing, armies and tax. and this lead to trade and code of law

egptians developed powerful beliefs of life and death with pharaoh and for long the Nile river brought prosperous and secure retile. And new comers adopted eygptian way. The new kingdom expanded and allied with iron using Hitties,then when it collapsed, the Nubian rulers of Kush conquered egypt and the Phoenicians. And this somehow spread the letter alphabet

Their most important policy was their religious beliefs for judaism, based of worship of single god Yahweh. They wrote down their religious ideas, and laws. These ideas were passed down to other western religions.
