- govt by supplication-ask for $$; not truly a govt

- established uniform procedures for surveying land from the NW
- townships were 6 square miles
- each township then divided into 36 sections and 1 section set aside for schools
- allowed fair sale and settlement of western lands

- when population reached 5000 legislature could be made
- 60000 population could ratify a state const.
