Define federalism and explain why founding fathers set up a federal system rather than a confederation or a national government.
Federalism: A system of government in which power is divided between a central authority and constituent political units.
They feared a strong, central government & a confederation was too weak to deal with the nations problems

Strength: Local actions for local concerns and national actions for wider concerns
Weakness: Prevents the creation of a national policy
Explain the difference between expressed and implied powers with an example.
Expressed powers are clearly stated while implied powers are suggested and not stated.

They operate in areas they usually have no power in such as education, low income housing, mental health.

No state can draw unreasonable distinctions between its own residents and those in other states
- All state must know anyone has the right to become a resident
