Problem Oriented Policing (POP)
advocates that police examine the underlying causes of recurring incidents of crime and disorder.
Scanning
Problem identification. Officers should identify problems in their beats and then look for a pattern or repeat incidents.
Analysis
The heart of the problem solving process. It is to learn as much as possible about problems in order to identify their causes. Gather info from sources inside and outside their agency about the problem.
Responses
Solutions to the problem.
Assessment
Officers evaluate the effectiveness of their responses.
3 elements needed for a problem to occur :

COPPS
Community Oriented Policing and Problem Solving. Its a proactive philosophy that promotes solving problems that are criminal, affect the quality of life or increase our fear of crime. COPPS involves identifying, analyzing and addressing community problems at their source.
Neighborhood can exist in one of three identifiable stages :
DEPENDENCE- community members depend on the police to solve problems related to public order.
CONFLICT- officers cannot address community problems or provide safety because residents are dissatisfied with police and each other. See the police as having primary responsibility for order maintenance.
INTERDEPENDENCE- once the police and the community have come to recognize their mutual responsibilities for restoring order, development of sociAl networks begin.
