Legislative Assembly
Lower house. Represents interests of majority of people. Members elected (every 4 years).
Structure of Vic Parliament
Govenor.
Legislative assembly - 88 members.
Legislative council - 40 members.
Role of Legislative Assembly
DETERMINE GOVT: the party in coalition with majority in lower house forms Govt.
REPRESENTATIVE GOVT: elected to represent areas - interests of majority of voters.
RESPONSIBLE GOVT: opportunity to present petitions, raise issues with minsters during Q. time.
SCRUTINISE: legislation debated, ministers questioned during Q. time.
CONTROL SPENDING: only collect taxes or allocate spending of public money when a law is passed by parliament.
Legislative Council
Upper house.
40 members, representing 8 regions.
Representing the interests of people in different areas.
*Role of Legislative Council
REVIEW: amend/reject proposed laws.
REPRESENTATIVE GOVT: safeguard interest of people in all areas of Vic. Equal representation of all areas in the State.
RESPONSIBLE GOVT:
SCRUTINISE: supervise administrative laws, protects the rights of the citizen.
Representative Government
Represents views of the majority of people.
Elected members of parliament.
Bicameral structure: lower house represents views of the majority of people. Upper house provides equal representation for each state/region.
Responsible Government
Government answerable to parliament & therefore the people.
Ministers must answer to parliament for their actions and departments.
