CDO Responsibilities
Serve as the direct representative of the unit Operational Commander

Define Place of Refuge

Storm is no longer a threat to the area, however some damages may have occurred and response efforts are in progress.
Port status is reopened to outbound traffic at completion of port survey, vessel traffic control measures remain in effect.
