Why was the unity of Britain, Austria, Russia and Prussia was not likely to last after Vienna?
Austria, Prussia and Russia signed the Holy Alliance in September 1815.
Tsar Alexander I of Russia had ambitions which were not in Britain’s interest. The Tsar wanted expand into the Ottoman Empire.
When was the Congress System?
1818-1822.

What happened at The Congress of Aix-la-Chapelle?
Despite issues with Russia, this was a largely positive congress, that showed the powers could discuss and solve issues.
When were the Congress of Troppau and the Congress of Laibach?
1820 and 1821.
What happened at Troppau and Laibach?
Unrest was growing and Britain was further drifting apart from the Absolute Monarchies.
Castlereagh wanted to keep good relations between the powers but he was not prepared to do so at the expense of British interests.

His Congress System had not been as successful as he had hoped.
What had happened by Congress?
The next Congress, due to be held at Verona, was going to have some difficult issues to deal with. This added to his already poor mental state. Castlereagh had been subjected to abuse as leaser of the House of Commons during the repressive years of 1815 to 1822. It is also possible that he was being blackmailed over homosexual allegations. Two months before the Congress of Verona was due to start, Castlereagh committed suicide on the 12th August 1822.
