A

He wanted to keep good relations with foreign powers so that peace could be kept, rather than being liberal. This sometimes meant he would work the absolute monarchs, which is NOT LIBERAL!

A

He didn’t join the absolute monarchies, and worked with them to stop a greater non-liberal injustice where the absolute monarchs would have crushed any anti-absolute monarchy groups, this WAS LIBERAL!

What wasn’t liberal about Canning?

A

His failure in Spain and in relations with the USA weren’t liberal, but he was a great self-publicist and so made this seem more liberal than it was. Most of his successes were also in the ideal of getting trade with the countries he protected.
