What has happened since 2011-2022 in terms of promoting the site?
Has the Local Plan stalled?
How has site been assessed and how has this informed decision making?
Noting the obligations to promote and achieve PP as quickly as reasonable possible, has housing land supply previously be considered as a speculative opportunity?
You say at the start of the project the HLS was 4.68 (this isn’t reflected in the table at Appendix D?) – how has that changed since the Option was signed and were there opportunities to be speculative before that weren’t taken?
You reference the Neighbourhood Plan early on but haven’t expanded upon what impact this had/could have had on your strategy. Remember a made NP at that time could potentially have offered a 3YHLS protection as opposed a 5YHLS protection
What evidence did you compile/analyse to come to your view on Feniton within the settlement hierarchy and against settlements in the same tier?
Expand upon the PAAP – this is an internal document so they will ask what this entails, and who is required to sign-off internally, and specifically what you did
How has the recent NPPF changes affected your view on the site and the promotion/planning application
o has this been beneficial or a hindrance?
o Will this change the minds of Officers/Councillors?
o Will this improve prospects of an Appeal.
Who were the key political people and influences – how did you respond and how can this affect the progress/outcome of the application. Remember at different levels (Parish Council, ward member, MP) they have differing interests and the conversations and what matters to them will differ
In terms of viability – was there anything during the course of working up the planning application/during the process that gave cause for concern. For example, build costs, suppressed revenues, CIL/S106 costs – did this require action and a decision to be made? What was the impact and solution, if applicable?
