- The Shopping Centre has a prospective tenant lined up to enter the unit
You mention you provided verbal and written progress updates to the client throughout the process. What was the form of these updates and content?
- I used email to contact the client as well as over the phone
- Updates on the requirements for the applications
- The updates included when monitoring the application on the portal
Why did the advice take so long – initially when instructed they were presumably still in occupation of the unit in the shopping centre, now during the provision of advice they had vacated that unit and had opened in a new unit?
You say Listed Building consent would not be required for the retrospective change of use. Was there really no internal changes to convert from retail to a vaccination centre?
- No there were no internal changes
- NHS wanted the 3 storeys under the change of use but would be using ground floor only for vaccinations
Can you elaborate on the LBC being withdrawn as I took from your case study that signage was to be installed?
- Yes, the signage required advertisement consent
- Did not require LBC as the council deemed the type of signage used as not requiring LBC as it was not fixed to the building and just stuck to the inside window
In your opinion what other potential uses could the building have?
- Residential top floors
- Restaurant, café, bar
You mention the Emergency Covid 19 Planning Regulations, can you explain this?
- Amended to the T&C PD scotland Order 1992
- Allowed local authorities/health service bodies to carry out development for the purposes of:
- Preventing a emergency
- reducing, controlling or mitigating an emergency
- taking other action in relation to emergency
When did the Emergency Covid 19 Planning Regulations come to an end?
- 30th June 2022
What was the Adopted Local Development Plan in relation to the site
- Perth and Kinross Local Development Plan 2019
You mention the increase in planning fees, what can you tell me about this?
- Brought in by the Planning (Scotland) Act 2019
- Increased on 1st April 2022
- £600 per 100 sqm
Why did you advise your client to carry out a formal Pre Application?
- To give additional certainty that would be beneficial before undertaking further work on the application
- Street Furniture given the Conservation Area and Roads comments from P&K Council
- A listing nature of the building
