1: General Provisions
Must notify of address or name change within 30 days
Advertising is allowed if promotes necessary services
Aides, PT, students all must wear 18 point font name tag
Documentation has to include: exam, re-exam, evaluation, re-eval, dx, prognosis, intervention, PO, tx, discharge summary, date of service, nature of services, and signature
2: Application and Examination
Test needs to be taken within 1 year of notice and fees must be paid within 5 years
Board notifies applicant within 30 days if accepted and 60 days if eligible to sit
Foreign applicants submit quarterly report 15 days after each 3 month clinical: supervising PT has to be on site, CCCE APtA certified and CI, can complete law and professional ethics course to be exempt from 3 of 9 months of service or complete 4 con-ed units, 1 month waived for each month of licensed practice in another state up to required9 months; notified within 150 days if application approved
3: Physical Therapy Schools
Student during academic coursework, intern after
Documentation have to be signed with first initial/last name on SAME day by CI
Clinical site information form filled out by clinics training foreign applicants to sit for CA license
4: Physical Therapy Assistant
Supervising PT has to be available in person or telecommunications
Initial PT who conducts exam must record until hand-off to another PT: initial eval, treatment plan/goals, re-eval date
PTA cannot: perform measurements prior to evaluation, document evaluation/re-eval, write discharge, establish POC, write progress reports to other healthcare, be sole PT representative at meetings, supervise aides in direct interventions, provide treatment if PTA holds management position
POC is communicated verbally or in writing before PTA treatment; required to have cosign by PT within 7 days and conduct weekly conference
Application: notified in 30 days if app is complete, 60 is qualify
Equivalent education: military training in hospitals with 550 hours of courses, 350 hrs clinical; combo of 36 months full time work in PT, 30 semester units with C or better, and 18 full months PT work experience; 60 months full time work in PT, 30 months work in acute, general education
5: Physical Therapy Assistant Schools
Accredited schools by department of education or council of post-secondary accreditation
PTA student has to have PT supervisor but PTA can be CI- cosigns same day with initial and last name and weekly conferences with PT
6: Physical Therapy Aides
One who is able to perform non-PT related tasks and PT related tasks with supervision of PT but must have written documentation that they are competent in that task
PT needs to be in immediate proximity to aide, responsible for aide at all times, needs to evaluate first, and has to render at least 1 intervention themselves if aide provides PT services (can’t solely treat patient)
7: Practice by Applicants
PT must be within proximity, cosign that day, document receipt of PTLA/expiration
PTLA duties cease if fails board exam, can be issued citations, disciplinary action, and probation while working as PTLA
PTAA must be supervised by PT, not PTA
8: Discipline and Reinstatement of License
If conduct violation involves substances they are permitted to practice under probation with clinical diagnosis evaluation
If convicted as sex offender (misdemeanor or did not have to register okay), license revoked with no prohibitory work
Unprofessional conduct: breaking this charter, failure with furnish documents in 15 days of request, failure to cooperate with investigation, failure to notify bards within 30 days of– felony, arrest, conviction, disciplinary action from another board, report by Business and Professions Code, or failure to comply with court date
8.5: Administration Citation
Executive officer issues order of abatement, citation is disclosed and within 10 days person can notify officer if request informal conference: held within 30 days, can be dismissed or modified
Fines range: 100-2500-5000 (more for endangering others, multiple violations, or history of violations)
All citations are destroyed after 5 years of issuance
9: Physical Therapy Professional Corporations
All shareholders, directors, and officers must be licensed PTs in compliance with Moscone Knox
PT can shareholder for more than 1
If dies: 6 months to transfer, if disqualified: 90 days
10: Fees
PT: app 300, initial license 150, foreign grads 300, biennial renewal 300, delinquency 150
PTA: app 300, foreign 300, biennial renewal 300, delinquency 150
EMG: app 100, renewal 50
11: Electromyography Certification
Certification: must have tissue penetration and EMG license
Reports: “The findings in this report to not represent diagnostic interpretations or medical diagnoses. The results of the EMG exam by certified EMG are intended for integration by the physician and surgeon with patients history, clinical exam, and results of any other tests performed in establishing a medical diagnosis.
Electroneuromyography: tissue penetration for evaluation of neuromuscular performance including evaluation of abnormal potentials and evoked responses
Requirements: PT, tissue penetration, educated in neuroanat, >400 hours experience and pass 200? exam
Kinesiological Electropgraphy: tissue penetration of phasic activity of multiple muscle in relation to another event or exercise and DOES NOT include evaluation of specific abnormal potentials
Requirements: training with hazard and complication education, >200 hours experience and pass 50? exam
12: Topical Medications
PT may apply topical such as direct application, into, or phono, bactericidal, deriding, topical anesthetic, etc.
Need prescription already and put notes/signature regarding that you administered
13: Continuing Competency Requirements and Inactive License Status
For each 2 year cycle of 30 hours MUST include:
TWO hours ethics, laws, etc. and FOUR hours BLS
(First time renewals only need 15 hours but must still have above 6 hrs)
Traditional hours: con-ed class, college coursework has no limit
Limited hours:
Publish article (16 max, 5hr/study)
Develop/present course for first time (16 max, 4hr/class)
Participate as subject for board (16 max, 6hr/experience)
Serve on board task force (16 cap, 6hr/experience)
Accredited CI >4 wks (12 cap, 1hr/wk)
Attend conference related to PT (8/2, if APTA 8/4 per con)
Board meeting attendance (8/2)
Complete FSBPT review tool (6/6)
Pass specialist exam/re-exam (6/6)
Trained as expert consultant (6/6)
Pass CLE (2/2)
Lisenceee maintains hours and must keep records for 5 years
Inactive: if request you have to renew inactive license biennial and complete EU before renewal
Exemption only allowed one renewal period: outside US for >1 year unable to attend courses, due to military duties outside of CA, health concern
14: Sponsored Free Health Care Events- Exemption Requirements
“Community based organization”: public/private non-profit representing community engaged in meeting human, educational, environmental, or public safety needs
-Sponsoring Entity Registration: sponsored event under section 901 of code needs to register 90 days prior to event occurrence, the board will notify within 15 days
-Recordkeeping: regardless of event a physical location in CA has to have all records for at least 5 years after date of event
“Out-of-state practitioner”: person not licensed in CA but holds current license in another state or territory of US
- Notice in 48 font needs to be placed where PT is seeing patients
- Application requested including $50 and livescan and will be notified within 20 days
- Can be denied if in >3 sponsered events over last 12 months
Termination of Authorization: can terminate if inappropriate, criminal, or unsafe
