Yes it is soliciting. If the seller listed with MLS, they agree to have other agents call them. You can say, “Hi, I am calling you regarding your expired listing. I am a real estate agent. Are you interesting in talking to an agent?”
2)For Sale By Owner (FSBO)
The sign on the lawn or on CraigsList. If the seller is on Do Not Call List, do not call them. If you have a few buyers that want to live in that neighborhood and there is no listing, go ahead and call. Call and ask, “Is it ok to show a few buyers your house? If they are ready to submit an offer are you ok with partial commission? Remember, first goal home is for your client, and 2nd is profit. You will have clients for life.

Have a fishbowl drawing to win a wine basket or a cheese/fruit basket. Personally deliver the basket to the winner and strike up a conversation to get to know them. Those that did not win email them to get their address to deliver a coffee cup full of hershey kisses with your business card.
