- when provision is failing to meet required standards, immediate action can be required and implementation is carefully monitored
- care professionals can be disciplined and removed from their professional register where necessary

- overall aim of health and care provision is to meet needs of service users
- policies, procedures, legislative requirements and regulation is in place to ensure standards are high, and also to ensure that service users can take action where needed

A
- died in 2008 after suffering severe physical and psychological abuse over a 9 month period
- was seen by numerous professionals who failed to intervene and avert the tragedy
- Lord Laming conducted a review to find why the tragedy had occured
- he found that communication had been poor, practice was unprofessional and standards of care were inadequate
Lord Laming recommended that there should be -
- a review of recruitment, training and supervision of social workers
- improved safeguarding training for those who care for children
