Bureaucrat
anyone working for the government that isn’t elected or a judge
Rule-making
how laws passed will be implemented
Cabinet Departments
departments within the executive branch that encompasses many agencies
Independent Agency
an agency outside of the cabinet department
Government Corporation
a federally owned corporation which generates revenue by providing a public service (ie: the US postal service)
Bureaucratic drift
when gov. agencies stop executing policies consistent with the POTUS and instead do as they wish…bureaucracy moves policy
Coalitional Drift
when the principal changes ideologies but agents stay the same
Multiple Principals Problem
agencies are cross pressured by president and congress
Agency Capture
process by which regulation is directed away from public interest and toward interests of regulated industry, often results in regulation that helps current businesses but hurts new ones. Follows interest groups
Oversight
the monitoring of bureaucracies

Congress waits until someone comes to them with a problem
Police Patrol
actively looking for a problem
Spoils System
Prez fills jobs after each election; gov jobs = patronage
Pendleton Act of 1883
made it illegal to require people to pay dues to political parties
Privatization
The contracting of private companies by the government to conduct work that was formerly done by government agencies.
