What years were the Liberal party in power?
1906 to 1916.
Why were the liberal reforms introduced?
If workers were treated better that would be better production, Germany was overtaking in industrial power, 1910 to 1912 there were many strikes.
They were worried about labour policies and rivalry with conservatives.
Boer War (South Africa 1899 to 1901, 2/3 men were unfit to join).
Many government politicians especially your George wanted to wage war on poverty.
Who was Seebohm Rowntree?
In 1901 he wrote a book called ‘poverty: a study of town life’.
It was based on ups and downs of British trade cycles in York.
He realised poverty wasn’t necessarily the fault of the people.
Who was Charles booth?
He published the first edition of ‘life and labour of the people’ in 1889.
It shows 30% of people in London were living in severe poverty, under the poverty line.
Who was John Galt?
He took pictures of poverty.
What did the salvation army do?
Set up by William Booth. Provided soup kitchens and training courses.
What reforms were passed in 1906?
Free school meals (although it was voluntary).
Workers compensation act (guaranteed compensation for injury at work).
What reforms were passed in 1908?
Children’s act (juvenile prisons, no insurance, no pubs/cigarettes, medical inspections but no treatment until 1912).
Pensions act (for 70+, life expectancy 55 but non-contributory, must earn less than £31 per year).
Eight-hour day for minors.
What reforms were passed in 1909?
Labour exchanges (temporary work, by 1914 1 million people were being employed). The People's budget
When and what was the national insurance act?
1911 national insurance act I (sick pay for some but not enough to live on).
1912 national insurance act II (unemployment for some but not enough to live on).
What were the results of the reforms?
The 1909 budget- Face duties on tobacco/spirits and income tax by 16%. Also introduced a new 20% tax on profits from selling land.
Parliament acts 1911- when House of Lords refuse to pass Lloyd Georges budget the house of commons passed an act stating to House of Lords could not reject a bill that have been passed three times in the House of Commons.
Pensioners blessed and I George and workers cursed him ‘Taffy was a Welshman. Taffy was a thief.’
