Because of the Russo Japanese war (1904 - 1905), Russia was weakened and had littl support from Britain or France. So, russia couldn’t stand with Serbia .All of this forced Russia to accept and recognize the annexation.

“Here all think of revenge”, meaning Serbia wants to go to war, implying that russia has to help with it.

With 122,000 dead, the scale of the wars had not been large.
