TWO METHODS:
A. Mix in a Bag of Normal Saline
10mg Neo in 100mLs NS Bag = 10mg/100mLs = 0.1mg = 100mcg/mL of Neo
OR
10mg Neo in 250mL NS Bag = 10mg/250mLs = 0.04mg = 40mcg/mL
