No, the actions listed and produced by salvation by faith. We should strive to do those actions out of obedience to God

The law; Romans 1 is to people without the law (Gentiles), Romans 2 is to people with the law (Jews)

He thinks they treat it hypocritically. It is a gift of God to the Jews, but they need a Savior
