See 1st Corinthians 10:32, which says:
Give none offence, neither to the Jews, nor to the Gentiles, nor to the church of God:
Note that these are the 3 groups of people to whom parts of the Bible is specifically ADDRESSED TO, but the Bible is WRITTEN FOR all people in general.
