BAL-001 Flashcards
What is the purpose of BAL-001?
To maintain Interconnection steady state frequency within defined limits by balancing real power demand and supply in real time
What is the purpose of Control Performance Standard (CPS1)
Measures how well a Balancing Authority is able to control its generation and load management programs, as measured by its ACE, to support its Interconnection’s frequency. Information and calculations found on Attachment 1.
What is the purpose of Balancing Authority ACE Limit (BAAL)?
States that the Balancing Authority shall operate such that its clock-minute average of Reporting ACE does not exceed its clock minute BAAL for more than 30 consecutive clock-minutes calculated in accordance with Attachment 2. Replaced CPS2.
What is the Balancing Authorities primary oblgation?
Control generation to balance load and interchange and help regulate and stabilize Interconnection frequency
Reporting ACE equation?
(NIA-NIS)-10B(FA-FS)-IME
(where B is ALWAYS NEGATIVE, and FS is 60Hz unless doing time error correction)
What does 10B represent in the ACE equation?
Balancing Authority’s frequency bias (MW/Hz)
What does B represent in the ACE equation and what are the units?
Frequency bias setting (MW/0.1Hz)
What are the 4 Interconnections?
Western, Eastern, ERCOT, Quebec
Reporting ACE is calculated at least every ___.
6 seconds
Negative Interchange means power flowing ___ and Positive Interchange means power flowing ___.
Negative - Power flowing in
Positive - Power flowing out
Time error correction frequencies are ___.
60Hz+/-0.02Hz
When frequency is above 60Hz, it is a ___ or ___ Time Error, when frequency is below 60Hz, it is a ___ or ___ Time Error.
Above 60Hz = Positive or fast Time Error
Below 60Hz = Negative or slow Time Error
What are the 2 methods for Time Error Correction?
Frequency Offset Method and Scheduled Offset Method
What is the Frequency Offset Method?
Adjust frequency by +/-0.02Hz. (60.02Hz for slow clock, 59.98Hz for fast clock.
What is Scheduled Offset Method?
Adjust NIs by amount equal to the computed bias contribution during a 0.02Hz Frequency deviation. By 20% Frequency Bias setting.
