9.1.2 An instructor who is providing direct supervision may be temporarily absent from a place referred to in paragraph 9.1.1, if, during that absence, he or she may be contacted by radio, telephone or some other electronic means of contact.
9.1.3 indirect supervision means guidance and supervision provided by the chief flying instructor or a Grade 1 flight instructor who has been approved by the chief flying instructor. Indirect supervision must include the following: (a) periodic surveillance;
(b) assessment of the standard of instruction provided;
(c) standardisation of the methods of instruction used;
(d) guidance on the conduct of all flying school operations that are not required to be carried out under direct supervision.

What is a Significant Change
(11+)
Change in relation
1/ the location and operation of any of the operator’s training bases, including the opening or closing of training bases;
2/ the operator’s key personnel;
3/ a person authorised to carry out the responsibilities of any of the key personnel;
4/ the formal reporting line
5/ the qualifications, experience and responsibilities required by the operator for any of the key personnel;
6/ the familiarisation training mentioned in regulation 141.115 for any of the key personnel;
7/ the operator’s process for making changes:
(A) that are significant changes; and
(B) that are not significant changes;
8/ the authorised Part 141 flight training conducted by the operator;
9/ the kinds of aircraft used to conduct the training;
10/ if the operator conducts the training in flight simulation training devices:
(A) the ownership arrangements for a device; or
(B) the types of devices; or
11/ a change in relation to any of the following that does not maintain or improve, or is not likely to maintain or improve, aviation safety:
(A) the procedures by which the operator conducts and manages the training;
(B) training and checking conducted by the operator;
(C) the operator’s dangerous goods manual
(D) the way the operator manages the risk of fatigue in its personnel;
(E) the operator’s safety policy;
(F) the operator’s quality system; or
(d) a change required to be approved by CASA under these Regulations, other than a change that results in the reissue or replacement of an instrument previously issued by CASA in which the conditions or other substantive content of the instrument are unchanged.
What is the process for Significant change

redaft amendment taking into consideration CASA directive and re submit

1. The HOO will issue an updated Ops Notice
2/ HOO to issue amended Op’s manual
When the Operations Manual is issued with the updated amendments, the relevant operations notice/s are to be removed and destroyed.
3/ The HOO will review the operation of the change within 3 months of the change taking effect to assess its ongoing effectiveness and suitability.
5. To determine the long term implications of any changes, the HOO will action the continuous improvement process IAW section 1.6.4.1.
Timeframe for notification of change of Key personal

Flight Instructor responsibilities to the HOO
1/ Safe and efficient conduct of student’s dual and solo flying training
2/ Generation and maintenance of associated flight training records
3/ Checking of flight times against aircraft records and student logbooks
4/ Daily inspection conducted and signed in the maintenance releases
5/ Ensuring that the maintenance releases hours are correct and closed off at the completion of each days flying
6/ the accurate completion of company flight and duty time records (form 4B11)
7/ Ensuring that all training is conducted IAW this Operations Manual and the Part 141 certificate.

Review the planned training for the day to
1/ For local flights - Ensure that the weather conditions are suitable
2/ For Navex check routes and any intended landing points.
Information to be considered includes:
A. Area forecasts
B. Terminal Aerodrome Forecasts (TAFS) and METAR
C. NOTAMS.
3/ Where possible observe briefings, lesson conduct, student interactions and record keeping,
4/ If a scheduled flight lesson has to be changed for any reason, the supervising instructor will
determine whether the revised lesson may take place.

- The PIC must report it on Part 2 of the aeroplane maintenance release.
- The PIC must report the event to the HOO.
- The HOO must report it to the maintenance organisation for investigation.

PILOT MAINTENANCE - Instructor
1/ Approved by the HOO as specified in CAR Schedule 8
2/ Approved data and correct tooling available
3/ Any parts fitted have been stored, tracked and their installation recorded
4/ They are trained in the tasks required by a qualified maintenance engineer
Procedure if an aircraft becomes unserviceable away from home base
Instructor is permitted to rectify and certify for the rectification of an unserviceability that is
listed in CAR Schedule 8 provided:
1/ the instructor is trained and approved for such maintenance
2/ the HOO has approved the rectification.
*If CAR Schedule 8 is not applicable, the instructor must liaise with the HOO to establish if suitable maintenance resources are available locally.
If local resources are not available, the HOO will make arrangements to secure and protect the aeroplane and arrange recovery.
