The first arriving Battalion Chief will make contact with the PAPD. This Chief will follow the procedures in this AUC and appropriate addendums. The first due Battalion Chief should consider the resource assignments in Addendum 3 - Chief Officer’s Tarmac Guide. The first arriving Battalion Chief should also consider the need for a 10-86 at confirmed aircraft incidents, ex: fires or fuel leaks. The first arriving Battalion Chief will serve as the initial Incident Commander until relieved by the arriving Deputy Chief. The first arriving Battalion Chief should try to ascertain the following information from the PA:
Type of Aircraft involved; number of passengers and crew onboard
• Location of fire on the aircraft
• Hazardous cargo stored on the aircraft
• Fuel type and amount
The second arriving Battalion Chief will be
Staging Area Manager
The 3rd Arriving BC OR 2nd Alarm Battalion Chief (Fire Duty - BC)
3.4.1 This Chief will report to the appropriate staging area and make contact with the FDNY Incident Commander (IC) in person or via the FDNY 800 MHZ radio. The FDNY IC could use this Chief Officer in the following roles listed below or other roles as ordered by the IC:
*Water Resource Group/Branch Supervisor
• Fire Suppression Sector/Branch Supervisor
• Search and Rescue Group/Branch Supervisor
• FAST Group Supervisor
• Triage & Transfer Point Sector/Branch Supervisor (Utilize this position if the FDNY’s role is solely for patient care – mass casualty incident MCI)

Resource Unit Leader (PAPD LIASON)
This Chief Officer shall maintain contact with the FDNY Incident Commander (if IC located at a position other than the mobile command post, ex: Command Chief located at the EOC) and the Staging Area via the FDNY 800 MHZ radio. This Chief Officer will also maintain contact with the Operations Section Chief either verbally or via the FDNY 800 MHZ radio. They could also be assigned to another location as per the FDNY IC, ex: FDNY command or operations post.
