What are the principles of health care?
- Treat enemy casualties and detainees with same ethics and medical standards as multinational forces
- treat detainees with dignity and respect
- Detainees have rights to consent and refuse; unless it jeopardizes life or safety
- exams must be documented
- signs/symptoms of abuse must be reported
- Health care prof. don’t participate in interrogations

What is a detainee?
Any person captured or otherwise detained by an armed force
What is a civilian internee?
Civilian internee is a person interned during armed conflict, occupation, or other military
operation for security reasons or for protection
What are retained personnel?
- Health care personnel engaged in collection, transport, or treatment of the wounded or sick. Prevention of disease. Staff administration of medical units and establishments. / Chaplains attached to enemy armed forces. / Red Cross societies and other voluntary aid societies
What is an enemy combatant?
- Personnel engaged in hostilities against the U.S. or its multinational partners during an armed conflict.
Who are lawful enemy combatants?
EPWs who are members of the regular armed forces of a State party to the conflict; and militia, volunteer corps, and organized resistance movements belonging to a State party to the conflict which are under responsible command.
Who are unlawful enemy combatants?
A person who is not entitled to treatment either as a peaceful civilian or as an EPW by reason of the fact that the person has engaged in hostile conduct
What is the Law of Land Warfare?
Regulation for conduct of armed forces on land
What two sources was the Law of Land Warfare derived from?
- Lawmaking treaties or conventions (such as The Hague and Geneva Conventions) and Customary International Law
What conventions are directly ties to the medical mission?
Geneva Convention: for Amelioration of the Condition of the Wounded and Sick in Armed Forces in the Field, Amelioration of the Condition of Wounded, Sick and Shipwrecked Members of Armed Forces at Sea, relative to the Treatment of Prisoners of War, and relative to the Protection of Civilian Persons in Time of War.
What is the protection of the sick and wounded?
Soldier who has been wounded or is sick,
and for that reason is out of the fight, is from that moment protected.
What does wounded or sick mean?
Not defined; it’s a matter of common sense and good faith
