-consider other immediate NEEDS
-handle EXHIBITS carefully to minimise contamination/loss of trace evidence

-locate or identify SUSPECTED offender
considering if it is appropriate to speak with the suspect immediately to prevent loss of evidence.
-preserve crime SCENE and other physical evidence
