How many months in between classifications?
- 12months on anniversary date
What happens to an employee who is unsuccessful in classification?
- can be re-examined after 6 months; future promotions are based on anniversary date, not penalty of failed examination
What happens if employee fails 2 consecutive times (12months + 6months)?
- may be subject to termination at discretion of Fire Chief after consultation with Assoc.
What is passing average for exams?
70% overall; minimum of 60% on each component
What are the 3 elements of classification exams? (3)
- written exam
- practical test
- medical practical test
If FF fails one part of exam, how is is FF re-tested?
- only re-tested in area he failed
Whose responsibilty is it to ensure FF is adequately rested prior to promotions testing?
- FF
What happens if FF requests re-examination due to inadequate rest or unpreparedness?
- it will be denied
What are the qualifications to write the DC promotional exam? (4)
- minimum 5 years as Capt. of FF
- have served at least 2 of 5 years in the division immediate prior to exam
- successfully complete exam
- Dec. 31 of the test year is date used to determine eligibility and calculayte seniority marks
What are qualifications to write Capt. of FF? (4)
- minimum 5 years as 1st class FF
- served at least 2 of 5 years in the division prior to exam
- successfully complete exam
- Dec. 31 of exam year used to determine eligibility for promotion and to calculate seniority marks.
How are seniority marks awarded?
1% per year for each full year of service (excluding 1st 5 years), will be added to final mark, up to maximum of 4%
How are acting marks awarded?
1% for each year of eligible service as qualified actor will be added to final mark, to a max. of 9%
How are permanent DC or Capt. ranks made?
- from an eligibility list that includes the total mark.
What is the difference between final mark and total mark in regards to promotional exams?
- Final marks are exam marks, total marks are the are the final marks with acting/ seniority marks added to it
Where is the eligibility list to be posted?
- in all stations
What happens to an Officer who is reduced in rank because of work stoppage or organizational demotion?
- shall be placed at top of eligibility list and shall be first restored to Officer rank should a need arise
What are the key components of the promotional exams? (3)
- consist of 2 elements: written and practical
- be developed by 2 members of Admin. on Promotional Board and administered by Promotional Board with no single element constituting more than 60% of base mark
- marks in each element totaled for BASE mark
What is the average mark target?
85%
How is averaging factor set?
- all BASE marks achieved by candidates shall be averaged and 85 shall be divided by the average to set averging factor
How is FINAL mark set?
- all BASE marks shall be multiplied by average factor to dtermine FINAL mark
To what rounding are all marks rounded to?
3 decimal places
How does a candidate receive any additional bonus marks that was not accumulated prior to the current exam process?
- must re-qualify with a final mark of 70%
Will a candidate be removed from the list if they choose not to write the current exam?
No, they will remain at previous total mark and not receive any additional acting time or sneiority marks.
When are vacancies within the DC/ Capt. ranks filled?
- the following working day after the vacancy occurs by member with highest mark on eligibility list
What is considered successful completion of promotional exams within any Division?
- 70% before awarding any bonus marks
What happens in case of a tie in the total FINAL mark?
- the person with highest departmental seniority shall be considered to rank highest.
What happens if member refuses acting time?
- member will be removed from eligibility list and must re-qualify to be eligible for promotion.
Who establishes and administers prmotional exams?
- the 2 Admin. personnel on the 3 person Promotional Board
What are the duties of the 2 Admin. personnel on the committee ? (2)
- set the date for the exam
2. provide a copy of study guide to all applicants
What does the Assoc. Rep on the Promotional Board do?
- assists Promo. Board by monitoring the process as a committee member in an effort to proivide continuity for treatment for all Local 1068 members.
Who assigns the Assoc. Rep. to the Promotional Board?
- Executive of Local 1068
Where possible, what is the rank of the Assoc. Rep.?
- equal or higher rank than position being applied for.
When will the Board be established?
July 1st of year prior to scheduled exam.
Can the Board convene a larger committee, if deemed necessary, to develop exam?
- yes
How many weeks must all employees participating in promotional process be notified, in writing, of marks?
4 weeks
What else can participants in promotional process expect when they receive their marks?
copy of the exams with all accepted answers and assigned marks
Where will a copy of exam be posted?
- in respective divisions
How many days do participants have to request, in writing, a review of exam with a member of the Promotional Board?
14 days
What must the employee provide to request a review?
- a detailed written document presenting his concerns.
How many days does the Promo. Board have to complete its review?
14 days
What happens if it is determined by the committee that a question is improper or unacceptable?
the question will be withdrawn from the process, along with marks assigned to it.
Who will attend the Ontario Fire College when required by the Fire Chief?
- Capts, A/C, DCs, ADCs
How many days prior to the start of the promotional process, shall the date be posted?
no later than 150 days
How many days prior to the exam date shall participating members provide and have it received, their intent to the Promo. Board?
90 days
How is payment of acting time be paid?
bi-weekly
