US efforts to support a resistance effort againt a gov't or occupying power. 1. External support to an irregular force to defeat a superior opponent in a denied , non-permissive or contested area. 2. Main effort is the indigenous people. 3. advised by SF, not controlled controlled

1. Organize, train, advise, assist and imporive tactical and technical proficiency of the HN force. 2. Supports governance and HN IDAD 3. Focused on internal threats 4. Can be done under title 10 and title 22
